Andy Sawford

Andy joined the LGiU from Connect Public Affairs, where he was Director. Andy has led award winning campaigns, such as his work with police authorities on governance and collaborative working. This campaign was recently judged the Best Public Affairs campaign of 2007 in the PR Week Awards and recognised for excellence in public affairs and policy campaigning by the Chartered Institute for Public Relations.

Andy has a track record of working with the LGiU, including establishing the LGiU sponsored All Party Parliamentary Local Government Group. 

Working with the National Association of Local Councils, Andy helped to drive the agenda around strong community governance and devolution from the Town Hall to communities. This included changing the law to extend the power of wellbeing to town and parish councils, and a requirement that all local authorities should review their community governance arrangements. Andy has also worked with Essex County Council, Doncaster MBC, supported Exeter and Preston councils in their unitary bids, and worked with the Better Government for Cumbria group of district councils.

Andy's career prior to Connect Public Affairs included working at the Local Government Association, and as an adviser to Ministers and MPs, including Rosie Winterton MP, now Minister of State for Transport, and Phil Hope MP, formerly local government Minister.

Andy also has experience of European politics, having worked for a Member of the European Parliament and been an adviser to the UK Delegation to the Committee of the Regions, working with senior figures in UK local and regional government. Andy has written and published on local government reform and was instrumental in the recent inquiry and report into the role of Councillors.

Andy has a personal commitment to public service. He became a councillor at the age of 23 and within a year became one of the youngest local authority cabinet members in the country. He has also been a school governor and is involved in a number of charities, such as Changemakers, which works to promote empowerment of young people. Andy is involved in various cooperative and mutual organisations and is a member of UNISON and the Institute of Directors.
